The Chair called the meeting to order at 8:00 am.

The Minutes of the meeting of November 18, 2019 were circulated for the Committee's information.  The minutes have been approved at a prior Council meeting.

The Joint Health and Safety Committee (JHSC) inspections were reviewed by the Committee for both the Arena and Public Works Departments.

The Operations Manager advised that ice time rentals were higher this year, and almost at full capacity.

The new tool box program for Health and Safety was discussed and that it acts as a means of recording discussions had with staff such as heat stress awareness, proper lifting methods, and winter maintenance. These discussions are expected to take place at least once a month. 

Carbon monoxide and nitric oxide sensor replacement have all been completed and are working correctly in the Public Works garage.

The Operations Manager advised that he has not received a report as of yet. 

The sidewalk plow is ready to be utilized when the need arises. The blower on the plow is large and expected to push through the snow with ease.  The Operations Manager plans to have staff start plowing main areas and tricky areas first. The Chief Administrative Officer (CAO) requested that cross training be scheduled for Arena, Environmental Services and Fire staff. The Operations Manager will look into training for the staff.

Discussion took place regarding if this is something that the Village is wishing to have at the Waterfront Park. The Operations Manager said that a portable washroom could possibly be set up along the back side of the Waterfront Park permanent washrooms wall, and that he will obtain pricing for a winter season and bring a report for the next Operations Committee meeting. 

The Arena and Community Hall budget, and Public Works and Road Reconstruction budget was reviewed. 

Hand dryers were requested for the Community Hall, and the Operations Manager advised that he will recommend for the Capital Budget covering the costs, up to a maximum of $2,500.00, and will obtain pricing for the 2 dryers requested.

An additional request for the Community Hall was new dishes. The Operations Manager also agreed to include the purchase in the Capital Budget for the dishes up to a maximum $2,500.00.

A question was asked if the Operations Manager would look at having netting put up for the whole rink for safety. The response was that the Village is in compliance and that the Village's glass is higher than some of the other arenas.  If the netting was going to be purchased for the entire rink, the Village may consider utilizing the MAT revenue to fund the netting if the Operations Manager was to proceed.   

The Operations Manager advised that there is a new item for the budget to have epoxy flooring poured to cover the concrete flooring in the washrooms at the Waterfront Park, which would include painting of the walls to match the colour of the new epoxy flooring. This request would make it easier for cleanup. 

The two new park signs have been completed for both Huron Park and Griffon Park.  Positioning is being considered for placement of the signs for ease of cutting the grass.

An opening ceremony will take place to highlight the new signs, the contest for the sign names, and to encourage more participation in the future.

The over sized load corridor project is expected to have construction delays. The only item expected to affect Point Edward is a pole located on Exmouth and Front St. as it will need a new guide wire pole. Clarification was received by the Operations Manager that the tie ins are available for any future development on the Holmes Foundry property. 

Acrylic panels for the rink are now at the arena to use as a temporary replacement until a tempered glass panel can be ordered and installed in the case od a broken pane of regular glass.

The Operations Manager informed the Committee that the compressor pistons were in need of repair for an estimated cost of $4,500.00.
