The Mayor called the meeting to order at 5:00 p.m.

Councillor Tim Mondoux provided highlights of the proposed water budget. 

Concerns of current water billing methods submitted by Susan White were shared with Council. 

The CAO reviewed the Operating and Capital Budget - 2021 Budget Presentation.

Options to reduce the proposed water rate increase, such as delaying the new build of the water building or remediating the existing building, were discussed. The MES will acquire costs for remediating safety concerns as a temporary measure to ensure the existing building is safe for staff until the new build can be completed., 

Currently water rates are too low to operate the water/wastewater system self sufficiently, as required by the Province. Caution is recommended in lowering rates too far as there may not be enough money in the reserves to repair infrastructure if it fails.

    THAT the budget increase for water and sewer rates of 2%, service charges of 8.04%, and reserve contribution charges to 33 cents per cubic meter be approved.

Planner Phil Rough reviewed the Official Plan Background Report with Council. 

A question was asked if the Official Plan could include a more formalized or enshrined provision that prohibits the sale or privatization of Point Edward Park Land. The Planner will consult with the planning group and follow up with Council.
