The Chair called the meeting to order at 1:00 pm.

The Minutes of the meeting of November 18, 2019 were circulated for the Committee's information.  The minutes have been approved at a prior Council meeting.

The Joint Health and Safety Committee (JHSC) inspections for the Waste Water Treatment Plant were reviewed by the Committee.

  • Recommendation 1

    THAT the JHSC Inspection Sheets for the Waste Water Treatment Plant be received and filed.

The Manager of Environmental Service (MES) said that the digester was tested in mid December 2019 and failed. The MES forwarded an email to MIG Engineering, who then forwarded to Matten Construction for discussion. MIG Engineering wants to try to repair the digester from the inside as per the original scope of work. 

The Chief Administrative Officer (CAO), and MES will set up a meeting with MIG Engineering and Matten Construction to address concerns, and if no suitable resolution is reached the Village will seek legal advice regarding the digester project delays. If the Village loses funding due to the delay of the repair the Village will prepare a letter to address not only that, but will also include the fact that as a result of delaying the repair of the roof because of the delay of the digester that the roof leaked and there was considerable damage. 

Imperial roofing came in and did a temporary repair for the roof until it can be repaired properly.  Quotes will need to be obtained for the damage done, and then a decision will need to take place for how to cover the costs.

    THAT the Committee receive and file the Water/Wastewater Treatment Plant Committee Monthly Report.

The Water/Wastewater Treatment Plant budget was reviewed. All carried forward items listed in the 2020 Capital Budget request have been completed and therefore removed from the budget.

The next meeting of the Water/Wastewater Treatment Plant Committee will be held February 11, 2020 at 1:00 pm.
