The Mayor called the meeting to order at 5:00 pm.

Mayor Hand turned the meeting over to Deputy Mayor Grimes to direct the Water Budget part of the meeting. Deputy Mayor Grimes invited the Manager of Environmental Services, and Treasurer to come within the bar.

The Treasurer reviewed the proposed water rate increase of 2.39%.

The Chief Administrative Officer (CAO) reviewed some of the highlights that transpired in the water department during 2019 for planning and budgeting purposes.

A chart of comparison rates with other communities was reviewed, and illustrated where Point Edward was in comparison to other local communities. The MES reviewed many of the updates that have taken place since he was hired in 2016. 

Bluewater Regional Networks will be providing high speed fibre connectivity to all pumping stations that will allow staff to monitor remotely the Water/Wastewater Treatment Plant and pumping station alarms to determine what priority level response is needed based on the individual alarms.

    THAT the recommended changes and upgrades from the Village's IT provider be approved.

Councillor Gordon stated that there will be an increase to the levy of $2,851.00 this year.  As well there will be a one time cost of $6,121.00 for the Village of Point Edward for flood plane mapping. 

Council directed the CAO to prepare a report that illustrates the advantages and disadvantages of having an electronic ballot system for elections and how the electronic system used in the 2018 election worked for the Village of Point Edward.

    THAT By-Law 1 of 2020, being a By-Law to enter into an Agreement for the Provision of Policing Services be READ a FIRST, SECOND and THIRD TIME, and FINALLY PASSED this 14th day of January, 2020.
