The Chair called the meeting to order at 8:02 a.m.

The Minutes of the meeting of November 10, 2020 were circulated for the Committee's information.  The Minutes have been approved at a prior Council meeting.

Derek Lucas reviewed the Arena reports for November and December 2020.

Arena staff will look at back up options in case the Olympia should become inoperable. Also discussed was whether or not there should be a drop-dead date to remove the ice. The decision for a drop-dead date may be decided based on the government announcement expected later today. 

  • Recommendation 1

    THAT the Committee receive and file the Arena Monthly Reports for November and December 2020. 


The Operations Manager reviewed the Public Works Monthly Report for November and December 2020.

The Operations Manager will prepare a cost report for utilizing the Wood Weather Services year-round due to inclement weather events taking place and bring to Council. 

The Operations Manager was requested to look at the walkway located at Village Green Court that leads to Louisa Street. Concerns were discussed with the melting and freezing taking place as the path is shaded all day now that a newly erected fence blocks the sun.

  • Recommendation 2

    THAT the Committee receive and file the Public Works Monthly Report.

  • Recommendation 3

    THAT the Arena Re-Opening Plan be received and filed. 


For added clarity and consistency, and to reduce the potential for litigation, the Operations Manager is recommending that a formal sidewalk and pathway winter maintenance policy be incorporated into the Winter Operation Planning document.

  • Recommendation 4

    THAT the sidewalk winter maintenance question be referred to the Operations Committee for review. 


The CAO informed the Committee that the Treasurer had requested managers' capital requests be sent to her by the end of the month. Managers are asked to review the operating budget to see if additional reductions can be made and to meet with the Treasurer and CAO to discuss by the end of the month. 

  • Recommendation 5

    THAT the financial statements for the Arena for the period ending December 31, 2020 be received and filed.

  • Recommendation 6

    THAT the financial statements for Public Works for the period ending December 31, 2020 be received and filed.


The next meeting of the Operations Committee will be held February 9, 2021 at 8:00 a.m.
